Position paper on the revision of EU public procurement rules

ESMIG supports the revision of EU public procurement rules and calls for a differentiated approach to critical infrastructure tenders to strengthen Europe’s competitiveness, security, and strategic autonomy.

Our key recommendations include:

  • Well-designed Made in Europe criteria for strategic and security-relevant sectors to ensure European control over product design, software, critical components, and lifecycle management
  • Stronger weighting of non-price criteria, including ESG, cybersecurity, supply-chain resilience, and product lifetime
  • Streamline EU public procurement rules in alignment with the FSR to ensure fair competition
