Guide for the application of Radio Equipment Directive cybersecurity standards

This guide supports smart meter manufacturers in the application of the cybersecurity requirements from the harmonised standards (EN 18031-1, 2 and 3) of the Radio Equipment Directive (RED), developed in cooperation with members of the AQUA and OMS associations and the smart metering subgroup of the CEN/CENELEC/ETSI Coordination group on Smart Grids.

In 2021 the European Commission adopted a RED Delegated Act that defines the scope of the cybersecurity requirements from the RED. CEN/CENELEC was tasked to develop harmonised standards in line with this scope.

Since the RED harmonised standards cover various types of radio equipment, the requirements in these standards are quite generic and some are even not applicable for smart meters. As such, this guide explains not only the scope of the RED Delegated Act but also if and how the cyber security requirements should be applied.
